It's all about the upgrade.
Some SMT games reward you for holding onto your starter. Nocturne, for example, gives you a ripped-out-of-her-mind Pixie if you hold onto her for 80% of the game.
...this is not one of them. Fuse away.
Bottom line is, if you're stuck grinding a lot, Izanagi being you best persona just happens.
It's because Arsene was actually pretty decent, especially if you refused him late-game using high tier inherited skills and Persona 5 was a lot of people's first game in the series.
Unfortunately, Izanagi quickly falls behind (like, within a few battles behind) except for his decent resistances.
...but you could put that effort into other, much better Personas like Magatsu-Izanagi (better default stats and movepool) or even something the tried-and-true Yosh*tsune or Beelzebub.
On NG+? Yeah it doesn't matter. Once you have a healthy amount of skill cards and the means to fuse any broken combo you want, the only things that really set Personas apart is their resistances and exclusive skills, like Yoshi's Hassou Tobi.
This is a result of never swapping Izanagi out, at all, except to use Debilitate on bosses.
Was it right? Probably not. Was it fun? Oh yeah. Izanagi became full on powerful as all hell by the time of Rise's dungeon.
*EDIT: This isn't even the most recent stats, just haven't booted the game up recently to screen his current stats. Just finished Kanji's in NG+ and Lu and Au are both almost 99 now.
Yes it might be fun to some people although to me, grinding a lot so to win more easily, doesnt seem like it would, also I never like games that might become too easy from this, so I would only do that if it was the opposite.
As for TC`s question, it is like you say, it is usually preferred to fuse Personas because leveling up the same Persona is much longer. Although with Izanagi being the characters main Persona, then it might be good for story reasons to keep them, even if it doesnt make a difference. Yet maybe not use them if leveling them up is too tedious.
