Did you read what i wrote? I talked to everyone in the school, on every day of the week. At first i thought i already spoke to her but Kanji just repeats that he wants to go to TV world.
The only thing we can tell you is that she's on the 2nd floor of the classroom building standing right in front of the main stairs. If she's not appearing for you, I doubt there's a fix anyone here can offer.
I'm fairly certain his S Link isn't time sensitive, because I missed it for the longest time in my first playthrough, but I still got it to activate after Rise joined the party.
It's worth a try, at the very least. His link shouldn't be missable, as far as I know.
