Persona isn't really a Playstation exclusive game. Even before the PC launch of P4G, there were Persona titles on the Nintendo 3DS as well, not counting the initial PC versions of Persona 1 (and I think 2), but everybody forgets those because they were obscure 90s games and didn't take off as a franchise until 3.
Persona has been on a Nintendo console since Persona Q in like, 2014 or so, and Q2 in 2018, and had a guest appearance on Smash Bros (Joker from Persona 5). There's also the "Persona 5 Scramble : Phantom Strikers" which released in Japan on the PS4 AND Nintendo Switch, but has not yet been localized or translated for the western release.
It's more so that ATLUS has just kept Persona on consoles / platforms that were predominant in Japan, since Playstation and Nintendo are platforms made in Japan. For some odd reason the Japanese people are not that willing to play games on platforms not made in Japan, it's why Xbox has done so poorly in the region, that and lack of any lure. It's also why PC ports were rare until recently.
That being said, I'm fairly certain this move was pressured on ATLUS by SEGA, as people have pestered them for ages to port Persona to other platforms. It also makes sense as Persona 4, prior to the PC release, required either a Playstation Vita, PS3 (digital PS2 classic) or PS2 to play, with the "Golden" re-release being only on the Vita. As all 3 consoles are basically dead at this point, and the franchise still has a following for both Persona 4 and 3, it makes sense to port them to either PC or modern consoles, with PC being the platform that's likely to do better as a result of more accessibility and visibility than a PS4 release would. It being 20 USD also helps a ton with that.
I doubt there was any exclusivity contract, ATLUS has always just been a Playstation / Nintendo developer, with Nintendo games only happening after 2012, and mostly as side games.
I think that the release of Persona 4 Golden, and it's subsequent success (500K copies sold) will definitely influence ATUS to consider more PC ports in the future though, as they can now see first-hand that people will buy them well enough to warrant a port.

From whats believed, ATLUS really didnt want to do it as they are basically tech based on One console at a time. So no experience on PC, no major games on multiple consoles (P5 was basically a PS3 game ported to PS4 from whats seen, not much more untill Royal) i can see the responce.
Would of liked Atlus being expanded to have a specific PC team but maybe this will cause them to put a bigger PC only team but we will see how it goes from here.
You must be new here. PC gamers have been calling out Atlus for years. It doesn't preclude us from analyzing their previous decision making patterns.

More traffic comes out of Japan than all of Scandinavia, almost all of Southeast Asia, most of Eastern Europe, much of South America excluding Brazil, and India.
There's nearly the same amount of traffic coming from Japan as there is in Australia.
I think it has got more with game like CS:GO, PUBG or DOTA2. Other kinds of games like RPG are played mainly on consoles.
I guess it really depends on the game. I play a lot of imports so I come across them more often. Even in the Fallout 4 community there's a sizeable Japanese presence.
