Regarding mods/cheat engine?
1st of: i playing this game I can't count how many times. The only thing I never managed was to get physical absorb card in golden. So I really wish to have some of the following of I were to replay however I have 0 IT knowledge.

So, are this possible using mods/cheat engine:
1.Have all skill cards available to buy
2. Reduce skill cards cost
3. Increase by a lot the max amount of money you can have
4. Change the in game calender date
5.change music (as I never liked end game gloomy music, unless date changes and #4 is possible)

There is a save game editor for Vita version that works on PC version as well, and it allows to change a lot of thing, including the game date.

On the save editor mentioned by Arseny

1. Don't think so
2. No
3. You can't increase the max, but you can give yourself as much money as you want
4. Yes
5. There are mods on GameBanana that might be able to do this. You should probably check there when talking about changing music.

Thanks. I really I'm surprised they can add scenes using modes but none for 1-3. 4th is my favorite, used it on the ps2 and absolutely loved not have to worry about anything (was more than a decade ago, had no internet let alone a game guide)

Right, an informed answer for you.

I won't give a link but Google "persona 4 cheat engine" and it is the first hit.

From what I can see the first table is a bit more basic, but they should all have the same features.

1: Yes, there is an unlock all cards option, essentially. Under inventory there is an option to give you specific items or all items in a category. Give yourself all cards, one of each, and hand them over to Marie.

2: No, but money is easy to come by.

3: Yes, top option. Alternatives include having infinite materials to sell. But, money is easy to come by if you hunt the Hand Monsters.

4: Again, several takes on this. The earlier tables seem to simply freeze the time slot that you are in, which you can repeat "Groundhog Day" style. Later tables offer an actual "skip to" function.

5: More of a mod thing.

I have personally used the first version for boosting my personal stats multiplier. This way I don't have to study or read as often. I want to get as much out of the game as possible in one playthrough (I want to play it, enjoy it, finish it and move on, not go into New Game modes), and to make sure I would give myself time to do so, I decided to change that multiplier to like times five.

I still gotta study and work and stuff, but it goes up faster, giving me the choice to of all the dialogue options and event scenes.

EDIT: I would stay clear of any save editors. So many posts here of people having their save corrupted or otherwise broken after using it. Cheat Engine is a lot safer; any changes you don't like simply reload your save.

As a noob when I fist used ps2 code shark I know the frustration of destroying your game you played for many hours because you change something and later, when its to late, you realise that screws everything up.
Anyways, thanks again. I have no clue when or if I will play the game yet again (played all playstation versions till now as I love the game). Definitely will engine the game to max(as I did all challenges that I'm already bored of them)
