Ive been through the striptease levels 9 and 10 5 times and I still havent seen the enemies that drop this thing. Are they super rare or something? I think the guide says theyre called sky balance

have you maybe tried... levels 4 to 8 then? Unless you ahve some broken guide telling you otherwise, that is

Floor 9-10 is where I find them. I think the spawn is less prevalent on rainy days.

That's a very interesting theory. If that proves to be the case, give me a holler, would you? Cuz as far as I know rainy days only really give you a small chance of encountering "rainy" foes but never heard of quest-related mobs appearing less often during rain

im doing it on august 18th which is a sunny day, ive ran through the whole dungeon now and not encountered a single one

oh and for reference i've already ran through the void arcade for all the quest items I need before I go save the detective, so I dont think its a glitch, all those items dropped just fine.

I decided to use a goho-m and save, then restart the game and I encountered a few, so maybe it was bugged and that might be a solution if anyone else has this problem

The spawn rate seems to be getting drowned out by the high rate of spawns of the rainy mobs, in my observation anyway. Also they are classified as junk items not quest items, so they can be auto-sold to deidrea's with the sell all button.
When I completed the quest I got one straight away from floor 10 (working backwards) and reset floor 9 multiple times to get the other two. I reset floor 9 4-5 times. It was on a t-storm day. I also got an extra one on my way back through 10 after getting the 3 I needed for the quest.

Are you looking at the right part of your inventory? it's a material, not quest item.
