can't get the guardian fish for quest 60

I'm having a hard time trying to get the guardian fish from Samegawa river. I'm in january, it's snowing or cloudy, I fish during the day or the night, I use the Inaba Jewel Bug as said on the walkthrough but to no avail...Already tried dozen of times.

1) Use the Jewel Bug.

2) Wait for Rain

3) Only hook the fish, if the splash is large

fishing on snowing day. I got it after 4 days fishing.
