No, it's Margaret. You can't block her attacks with accessories or she'll just instant wipe your party, you have to finish within 50 turns or she'll just instant wipe your party, and her resistances change during the fight.
In Golden she gets two moves a turn too, making it more challenging.

Margaret aside,

Assuming you are completely blind to the game, I would say Mitsuo. The very first time I played I remember him being a sudden spike in difficulty. First time I genuinely had to strategize and grind a bit. Nowadays I know to fuse Black Frost or Ose and melt his health away.

Mitsuo's a spike, to be sure, but I'd say Namatame.

That 4v1 part can just melt you if you don't know it's coming.

Shadow Teddie has a very predictable pattern, not sure he is really that difficult if you understand what's happening.

Margaret's a given.

That said, all the bosses are fairly easy, but Namatame nearly one shot me with the Control onslaught. That was the closest I've come to losing against any of them.

I would say contrarian king if you fight him right after rescuing yukiko. The game doesn't give you nearly enough options for persona fusions that early to deal with him. Grinding is a major pain too because of no easy way to farm golden hands. Shadow kanji would be second. After that though? the game get's really easy as long as you know what you are fusing and pay attention to the skill sets. More options will let you strategize effectively.
Sure margaret is way more difficult than the original p4 but the fact that she is available in new game+ long after you have access to a certain 8 slashing samurai makes the fight not as tough.

Obviously, outside of the obvious Reaper and Margaret...

For their point in the game, Shadow Yukiko and Shadow Kanji are difficult simply because they're early enough that you lack options, and Shadow Teddie's just a pain in the ass no matter how you go about it.

Shadow Mitsuo is pretty painful all around, especially if you haven't fused Black Frost by that point.

I personally had the most trouble with Shadow Kanji and Ameno-sagiri.

Hardest boss fight is without a doubt Margaret. My only difficulty spike in the game was Shadow Naoto the first time I played. My party was way to slow, had to keep using Masukukaja and Marakukaja just to keep chipping away at their health. I try to finish dungeons upon entering the first time, so I had Yosuke, Yukiko, and Teddie. That fight was hell.

I'd say Mitsuo, it was the first time when I thought "Yep, I'm deffinetely not dealing enough damage" and went grinding.

if you take scaling and natural progression, then contarian king

at level 10 ( where most completed the third rescue ) he is just too much and wrecks your ass. Not a single boss in this game gave the same ammount of challenge as all of them can be defeated with a breeze the moment you had acess to them. while ofc at later stage he is just a breeze himself

yeah i thought i had a stroke of genius trying to farm reaper with hama at lv 11 for powerleveling and end up wasting 3 hours...

Shadow Yukiko and Shadow Kanji. Persona games are much easier in late/post game than in early game. Only one exception is final boss in Vanilla Persona 3. Shin Megami Tensei bosses are much more balanced and just harder (Turn & Press Battle System, and bosses have more turns than u + used often Dekaja/Dekunda).
