In Golden she gets two moves a turn too, making it more challenging.
Assuming you are completely blind to the game, I would say Mitsuo. The very first time I played I remember him being a sudden spike in difficulty. First time I genuinely had to strategize and grind a bit. Nowadays I know to fuse Black Frost or Ose and melt his health away.
That 4v1 part can just melt you if you don't know it's coming.
That said, all the bosses are fairly easy, but Namatame nearly one shot me with the Control onslaught. That was the closest I've come to losing against any of them.
Sure margaret is way more difficult than the original p4 but the fact that she is available in new game+ long after you have access to a certain 8 slashing samurai makes the fight not as tough.
For their point in the game, Shadow Yukiko and Shadow Kanji are difficult simply because they're early enough that you lack options, and Shadow Teddie's just a pain in the ass no matter how you go about it.
Shadow Mitsuo is pretty painful all around, especially if you haven't fused Black Frost by that point.
I personally had the most trouble with Shadow Kanji and Ameno-sagiri.
Loopholes, the best part of any situation!
at level 10 ( where most completed the third rescue ) he is just too much and wrecks your ass. Not a single boss in this game gave the same ammount of challenge as all of them can be defeated with a breeze the moment you had acess to them. while ofc at later stage he is just a breeze himself
