Also, grinding up your early Personas will screw you in New Game Plus, because they would become incredibly expensive to draw from the compendium, and you'd be too weak to use them (I found this out the hard way back in the day by grinding up Izanagi in the end game using Growth 3, saving him to the compendium and then starting New Game Plus only to find myself stuck with a low level Izanagi that I couldn't register without overwriting the work I'd done, and a high level Izanagi in the compendium that I couldn't afford to draw, and was too weak to wield.)
The goal is to fuse your way up to the ultimate Persona of each arcana, which you unlock by finishing social links. You can do it if you really want, but you're not really meant to try to take something like Pixie or Jack Frost into the end game.
You can always register them and then summon back with the same skill set after fusion.
The only way is like you say, grind stats card and skill card (possibly coupled with magician card to rank up).
But you would skip a big part of the game (fusion). Also, you would skip a lot of skill, passive or not, a bunch of special effect, and a lot of tactic trough the game, and also making it painful unless you focus on a persona like taoti, and make it insane to deal with the last few boss/dungeon unless you farm the reaper (somehow) to get his accessory.
Btw I say taoti but maybe there is a few other. This one have all mighty skill + mind charge, and you can skill up all mighty so it's possible to trash a good chunk of the game with this one alone.
1.in 6/24 fuse kaiwan coz of forecast skill change try to get tetrakarn change to brave blade then fuse to another persona to inherit brave blade and register
2. it's the same as step 1 try change tetrakarn to repel wind and register the kaiwan
3. try fusing with that persona until you get izanagi with power charge, brave blade and repel wind
4. final step try to get megician arcana from shuffle if you lucky brave blade will evolve to god's hand with this skill early you can get 1k damage with power charge and very OP in normal mode rise dungeon lol
Its actually possible to keep using the same persona a lot longer in P4G because of the addition of skill cards to add needed high level skills and persona lvl up cards to keep them from taking forever to level up. I wouldn't try this at above the easy difficulty level, but it should theoretically be possible to use a persona for the whole game.
Shuffle time chaining really pushes your persona forward since there's a chance at getting skill upgrade cards, which means you should build along what you like and when these things pop up, you'll get upgraded skills (Mazio -> Mazionga, Dia -> Media, etc) and the obvious added benefit of maxing out stats and even leveling them up (emperor card).
If you aren't super hardcore about your run, adjusting the rewards will help a ton, just adjust it back whenever you feel like you're at a good spot. Using CE to either hack in skill cards (to give to Marie) or even edit Personas are viable alternatives and have different degrees of "cheatiness".
Izanagi does get a tier 2 in NG+ though
Seeing a skill up card is rare enough.
Surprisingly, not that long. I mean, on hard mode how many levels do teammates get? Average of four to five? That's not really a lot of overall points and shuffle chaining a dungeon twice (first time+extra boss), will net you more status points. And two per "episode" is a pretty conservative number for dungeon runs.
Having a sweeper build is a must though.
Single target magic skill upgrade into multi target only. All mighty skill (already AoE) upgrade into the next power since there is no single target version (beside the two late game, that do around 2% more dmg for way more sp)
Some phys skill upgrade but quite a few of them don't and/or are fused together in the same upgrade path, too.
What I was trying to get at was that setting up a build like having Izanagi have an all electric attack then all or single physical and possible a heal, which can get maxed out (Maziodyne, God's Hand/Myriad Arrows, Mediarahan) within Kanji's or Rise's dungeon. Which is a good base until being able to pull cards or fuse for a perfect Izanagi.
