That mean as long as you keep some money and find some persona during your excursion you can fuse later in the shop district south, and also swap out/in persona for a price if you don't have enough space. If you play on normal it's not a big deal, if you play on very hard money is scarce so you do need to plan a bit more.
you get a bonus for a SL if you start a SL event (asking someone to spend time) and you have a persona of the same "type" (magician = yosuke for example) in your "inventory" while doing so. the game tell you before you ask spending time if you do actualy have a persona that fit the criteria.
You only need to be a little careful when you need to spend some time for a SL during the night since it's not always possible to access the velvet room during this time. That, and some type don't have very low level persona so sometime you need to make sure to have the required level to fuse the first one.
The first dungeon you do is scripted, you cannot save or fuse - but later you can either leave by feet or using a go home item, and then walk out to the common entrance (cinema studio) to save and fuse here. Leaving with an item allow you to teleport directly back to the same stage instead of starting from 1.
