WORKING FIX FOR THE CUTSCENE STUTTER! NO NVIDIA CONTROL PANEL NEEDED!
Don't know how long this will work, but a user by the name of John Hadley (new to steam, idk how to @ people.) replied to one of my comments with his fix.

How To Use

0) Make sure that Persona 4 Golden is not currently running. Shut it down if you are currently playing.

1) Start Steam in regular (not big picture) mode, select Home from the Library menu at the top of the screen. Right-click Persona 4 Golden then select Properties->Local Files->Browse Local Files to find your Persona 4 game folder. The file explorer pops there.

2) Create a new folder and move the files movie00000.pac, movie00001.pac, and movie00002.pac into it. They are going to be replaced, but if it doesn't work you'll want to keep them otherwise you'll have to redownload them.

3) Extract the zip archive into the Persona 4 Golden folder. It'll make a subfolder called LowQ Videos with the three .PAC files it.

4) Copy the three .PAC files from the LowQ Videos folder into the main Persona 4 Golden folder. If you didn't move the movie files in Step 2 then they'll be there still and you'll have to tell windows to overwrite them. I say to copy them rather than move them because you may need the files in the LowQ folder again in the future. Any time the game is updated on Steam it may redownload the originals and you'll have to go back and copy the LowQ ones back into the main Persona 4 Golden folder again.

5) Start Persona 4 Golden and cross your fingers. Maybe the videos will work smoothly now for you as they do for me now or maybe not. That depends on how low spec your machine is. Mine is Windows 10 Pro 64-bit, Intel Q9550 2.83 GHz quad core cpu, NVidia GTX 750ti video card with 2GB ram, 8 GB DDR2-667 ram.

This is all in the Read Me file. Hope this works for everyone.

*BETA PATCH UPDATE*
My video packs now include a copy of the file MOVIE.CPK which is needed to make them
compatible with the latest beta patch. The videos are unchanged from my original
versions, so if you want to use a video pack you already downloaded then you
need this fix:

Zeikar released a higher quality version that is 20 fps like my LowQ videos, but encodes
at 29Mbps instead of about 5Mbps in my LowQ videos so the individual frame quality looks
closer to the originals. It could be considered a medium quality version that you could
try if your machine is perhaps 2.8 GHz or greater and has a good video card. This is
a much larger download than the LowQ version, but it looks nicer.

I'm unsure whether you need the beta patch update for Zeikar's videos. It depends on
whether he has released a new version for the beta patch. If the game intro is a train
scene instead of the normal intro then you need to install the beta patch from above
with his videos.

If you prefer to re-encode your own videos, Lulech23 has released a guide with some tools
that you can use to do that and you can use any encoding settings that you want to get a
balance of quality and frame rate that works for your machine. You can find the guide here:

If you created videos with Unp4cker while the original release version of the game was
installed then you need the beta patch fix above to use them with the beta patch, otherwise
you should keep a copy of whichever MOVIE.CPK file is current when you create the videos because you will need to copy it along with the .PAC files for the videos to function properly in any later patches that havechanged the file MOVIE.CPK.

This definitely is an improvement and very easy to follow. I still get the frame/audio skips but it is much more bearable. S/O to you and john.

This happened to me the first time I viewed the opening (upon first boot up, which I'm still on.) But when it started replaying it stopped.

You're welcome. I'm glad it could help some people out. I might be able to make an ultra low q video pack for even slower machines. I'll have to test and see just how bad the video gets and how much smaller I can make them if I turn it down even more. It takes over an hour just to re-encode the videos though so it won't happen tonight.

My problem was the power management setting.

I just had to change the settings to high energy and that fixed it.

This was not made by me. I dont know much anything modding. But i would assume the proccess would be to follow the regular ps2 intro mod, and just replace that ps2 file with Johns ps2 file.

If this is even possible

I'll look into it. I'm pretty sure the intros are in the smallest video file so I might be able to provide a replacement for that file that has them swapped or maybe just provide the tools with the instructions that someone could use to do it themselves. ,There's actually two intros that are almost the same, one p4ctop3.usm and one p4ctop3_e.usm. The _e is the one I see when the game opens, but somebody probably sees the other one. I'd have to replace both of them with old intro video then put only one of them in the spot where the old intro was otherwise only people playing the English version could see the old intro or only people playing the whatever-isn't-English version.

if it doesn't work,cap your frame rate to 25 fps in Special K. It fixed it for me
