A problem with Quest 13 (the cat phobe one)

I keep going to the Dojima Residence in order to try and find the cat to bring to the cat phobe but it won't show up. Can I get some help with this please? Is there some sort of flag I need to activate or does it only appear at a certain date?

I believe you have to do the quest for the guy in front of the book store that wants you to feed the cat. Go to the floodplain and feed it a fish, finish the quest, and a cat should appear outside your house the next day.
