If there are multiple chests on one floor, I recommend opening the other chests first, then waiting for the rattle. That might(?) work.
It's funny because while I was playing through P4G he kept popping up, but when I started trying to farm him for the platinum trophy, he rarely showed up. Reaper's a sneaky one.
Counts are kept even you exited TV world and came back other day.
When rattling starts, then you have about 25% chance to spawn it from opening next chest (but it will never spawn from locked chest).
Rattling sound will be gone when you open locked chest or move to next/previous floor.
If you really want to make it to spawn...
Save before opening 21st chest.
Then move to any dungeon and open two chest to see you are lucky (?) or not.
If not, load save and try again.
4th floor is the best for that, because it has 2 chests on it GUARANTEED and neither of them are locked.
So if you count chests, get it to 20, you can leave and save your game and just reload every time he doesn't spawn on the second chest.
