If you want to do it with your own save files, you'll need a hacked vita (idk if you can hack a PS TV) and a ton of other programs, but if you just want a NG+ save file with max social stats, I'll help you out here.
This is my first time writing a guide so please tell me if it sucks.

First, download this file. It worked for me and to my knowledge there isn't any malware in it (provided by redditor ZStew):

This file has the bin files you'll need to put into your save game. Keep this for later.
(The save file this person has provided is saved on March 20th, you need to beat the final boss again to get to NG+. This file has all stats maxed, the compendium filled 100%, and everyone has their best weapons and moves)
Next, open file manager, this PC and follow these folders. Program Files (x86), Steam, userdata,
the most recent date modified folder (for me it starts with 202). Finally, open the folder named 1113000, then the remote folder. All of your bin files (save data) are/will be located in here.
Now you need to start a new game and save a file (or save your current PC save file) into slot 15. This will act as a dummy save that you will replace with this new one.
Once you saved data into slot 15, close the game and bring file manager back up. Make sure you see data0015.bin and data0015.binslot in the remote folder.
You're now going to download this file. (Again, to my knowledge this is safe):

Reddit user cfxxl made this program to auto convert vita save files to ones that can be used in the steam version. Unzip it and make sure you have the file that looks like a white box icon with a blue box within it on your desktop.
Now you're going to want to unzip the NG+ file from earlier. You should see 2 files in it named
data0015.bin and data0015.binslot (just like the ones you saw earlier in the steam version). Just to be safe, make copies/backups of these files and keep them on your desktop for now.
Take the files from the folder and drag them into the savegame_checksum_updater (the white box icon with the blue box in it). It should take a couple seconds to convert, but they should end up back in the folder where you dragged them from.
It's time for the moment of truth. Drag the two data0015 NGV+ files into the remote folder and accept the replace files message. Now open your game and see if there's anything in slot 15. It should have a playtime of 122 hours, but it might also show the old save data's time. Either way, try to play the game and see if you're in the TV world on March 20th. If you are, congrats! Now you just have to beat the final boss and you have your NG+ save.
If it doesnt work, try dragging the backup files into the remote folder and replace the ones you just put in. If neither work, refer to the reddit page which might help more than this.

Run the exe and select the save you want to edit, then make the changes you desire (max out social stats, give money exp items etc). Don't save it! Not yet, first open up the game (or alt tab back to it) and go to the load menu. Now alt tab back to the editor and hit save, then alt tab back to the game and load the save you just edited. Does that work without importing the save from Vita?
Def seems way easier, wish I did that instead
I've tried doing this but somehow when I try it now, I'll get warning message in Japanese and then followed by application crashed. Does anyone know a way around it?
