I'm pretty sure that's baked into the game, it has been there on the PS2/Vita versions as well. Unfortunately it is more prominent on PC. I can't find a way to turn it off as of yet.

C:\Users\username\AppData\Local\Sega\P4G is the location of P4G.ini but there are no motion blur settings currently present.

and then the button bindings are listed below that.

Best "solution" is play at 120+ frame rate. The higher the FPS, the less noticeable.

as posted, there's no motion blur setting.

The PCSX2 had a hack tthat removed the motion blur.
i'm more concerned with the random screen tearing. V or Gsync doesnt seem to work

Vsync caps the game to 60 FPS in fullscreen mode. Use borderless window or disable vsync to increase the frame rate cap up to 135 FPS. As long as you have Gsync enabled for both borderless and fullscreen applications (in the Nvidia control panel in the Gsync section), it should get rid of the screen tearing.

FWIW, with gsync enabled, vsync off, and fullscreen, I also had screen tearing. Had to change it to borderless and now there's no more tearing when running around.

They really need to add a motion blur setting, it's really noticeable
