Robotics;Notes Elite is a VN, yes, although it has way more player inputs than basically every other SciADV titles, by the form of QTEs, little exploration (a bit like Somnium Files on the "point to that" part) and more "normal" triggers to make the story branch. It's called Elite too because Robotics;Notes was an XBOX360/PS3 game, and then the Vita Elite version added few tweaks that made pacing better and also added small parts from the Anime, when relevant in order to make the situations more explicit.
here is another question:
Is this is the complete VN, or it has some parts cut? So far, I heard that SG elite has a lot of cut content. So that worries me a bit
Let me paste what R;NElite does compared to R;N (source is the r/steinsgate subreddit faq, keep in mind it's comparing between the japanese releases):

Robotics;Notes Elite is the improved version of the original Robotics;Notes, released for the PlayStation Vita in 2014.
The VN is almost identical to the original, but, has the following changes / improvements:
The presentation is objectively better, using some animated bits from the anime where appropriate to present some shots better than the original CGs could. It also improved models over the original and thus it ends up being a lot better visually than the first iteration of Robotics;Notes.
Phase 01 has changed quite a bit between the two versions. R;N E cut off some dialogue and the scenes that came with it (though nothing major), and it also removed some of the protagonists' thoughts. However, it also added quite a lot of thoughts in certain scripts, so it evens out in the end. Supposedly, these changes were done to improve pacing of the first Phase.
Phase 02 - 11 have also had very, very minor typo fixes, and you can occasionally see 1-2 lines added here and there in Elite, while also others removed. This was also an effort to improve pacing, however the changes to the script are so minimal that it really does not alter the experience whatsoever, which was not the case for Phase 01 where it could be argued that the pacing was significantly improved.
Phase 12 seems to have changed drastically between the two versions. The start of this Phase is similar between the two versions but they diverge from each other quite a bit at the end where the presentation was changed for the better, but the plot remains the same in both two versions.

After reading that, all seems good, except for that phase 12. It makes me consider reading the original version, tho, that would be a waste of time considering that only the presentation has been changed from that phase.
