Gorf: What does he do?

Fed him a frog, got farted on and attacked. Fed him 40 rats, he says he is boring me. Is there a point to this NPC?

Fair enough. If you wouldn't mind another curiosity, how do I obtain a 3rd lute? Is it DLC only? I have 2 of them.

If you mean the clockwork one, yes, you need to have the DLC and beat Hadern in the Tower after obtaining all of the weapons, then he will sell it for 5000 Tar.
