Some other ways to fix it on that page too, but only the reinstallation of the social club worked for me.
I hope someone can help me out.
Not really sure if it was a culmination of the above steps or just a subset of it but it seemed to work for me. Working fine now.

Mine was set to run in XP compatibility under the All users settings in properties. Don't know why because I never set it up like that. But this worked for me. Just make sure nothing is set in any kind of compatibility. Hope this helps.

after done in windows 7 or 8 go please the launcher menu go option and set renderer to directx 11. please do this it ♥♥♥♥♥♥♥ works and others don't even have a clue!!!!!!!!
Browse to your Steam installation (Usually C:\Program Files\Steam\)
Right click on Steam.exe, choose Properties.
Click on the Compatibility tab.
Uncheck any boxes that are checked, and click Apply.
Then, click the "Show settings for all users" button.
Again, make sure none of these boxes are checked, and click Ok.
Click Ok to close any open dialog boxes.
Double click on Steam.exe to launch Steam.
Compatibiliy (mode?) was on vista.
