The Black Caesar Radio Problem

I'm currently on the Black Caesar at JJ's. I talk to the guy, then proceed to search his office, however when I try to examine the radio, this weird thing happens where I automatically turn it over and then put it back down. I cannot examine it, tune it, or do anything to it; I simply start examining it then stop without ever being able to do anything to it.
I've tried removing the controler I was using for vehicles, restarting the entire case, and verifying game cache files, no luck with any of those.

I haven't been able to find any similar problems online; does anyone have any idea about this?

IIRC, there are 2 radios in the room. It's not the small radio on the table but the big one standing by the wall.
