I'm looking for a game similar to L.A. Noire, specifically the crime investigation part. It should be on Steam or Xbox. I've played the Sherlock Holmes series and enjoyed them and I'm thinking about buying a CSI or Law & Order game. Suggestions?

I would suggest any Phoenix Wright Ace Attorney games or the Miles Edgeworth Ace Investigations game.....they're for the DS but they're really good and worth considering.
Indigo Prophecy, a.k.a. Fahrenheit is a bit similar, yet its also very different, and unfortunately its not available on Steam anymore. Condemned: Criminal Origins is a horror FPS, but it also have investigation parts, and there is the adventure game, Still Life where you play an F.B.I. agent, hunting a serial killer, similar to L.A. Noire's Black Dahlia (Still Life 2 is not that great, so as I heard. But the first one is one of the best adventure games.).

I might have to check out Still Life, looks creepy :) But apparantly its a sequel to a game called "Post Mortem" which is also on steam
There's a Police Quest bundle of the first four games up on GOG that might interest you. They're ye olde Sierra point and clickers so you will get frequent game overs and deaths for not following proper police procedure (instructions can be downloaded from GOG) but they're still damn fine games.

Yes, Police Quest are true classics. I now feel the need to buy them. Again =)
The Saboteur has a lot of 'Noir' environment, but that's more 'WWII anti-Nazi rebels' stuff. The 'True Crime' games aren't so much detective work as they are John Woo/Supercop stuff, though there are a couple of wire-wearing sequences. The Myst series is almost exclusively about looking for clues and applying them to puzzles, but it's more about archaeology than any sort of criminal investigation.
If you can find a copy of Westwood Studios' Bladerunner it has a fair bit of detective work, but it's very dated by today's standards.
