L.A Noire (app already running?)

Hi guys, I have recently bought the L.A Noire game and when I clicked on play. Nothing happens and when I clicked it again, it says app already running. Nothing ever popped up.

I am running this on Windows 7.

A very old thread but a thing even 13 years onwards. This seems to be a Rockstar issue, had (as per this thread over on GTAV: https://steamcommunity.com/app/271590/discussions/0/1620599015895326177/) a similar issue where the game could not be launched as a "ghost" process was running.

In this case, LANoire.exe is paused but can't be terminated due to not having access. Will try rebooting into safe mode and then normally in order to possibly clear it out.
