Confirmed Method to Improve 30 FPS Cap to 60 FPS
If you don't like the choppy motion of this game, which is capped at 29.97 FPS, you can use Widescreen Fixer to increase the cap to 59.94 FPS.

Just run the program, select the L.A. Noire profile and change the settings to allow the 59.94 FPS cap. Leave WSF running as you play. You may need to press the * key on your numberpad to enable it.

The are minor drawbacks to increasing the frame rate cap. Car physics are affected, making them slide around and tough to control. I just press the multiply key on my numberpad to disable the 60 FPS cap while driving. Also, the facial animations might look a bit more unrealistic. The quality of the animations don't stand up to the higher detail of 60FPS.

THERE IS NO DIFFERENCE IN DETAIL IN GAMES BETWEEN 30/60FPS IT WILL JUST RUN SMOOTHER.

Note that I said "detail" in the context of frame rate, meaning that at 60 FPS you see more information about how things in the game move and animate than at 30 FPS.

You were probably thinking of "texture detail," or "lighting/shadows detail." You were mistaken.

The running will be in slow motion if removing the fps cap, at least in my experience.

Thanks for posting this. Seems to be working great so far. I feel like this is a common theme with Rockstar games on PC, most of them are poorly optomized and end up running like crap.

I am working on laptop with really good hdw - it doesn't matter, i am using windows 7 x64 ultimate (original of course). That game i play in DX11. When i start that program find that game, do everything like you, start game and press default * - so without change. I can see so that program has not YES FPS xy (don't remember exactly what was there)
