Why does this game keep getting small downloads?

Seems I've had at least two these past two weeks. Is something broken on my end, to get this for such an old game?

my take on it is that these updates are to keep things compatible with upcoming OS changes. (win11, etc)

older steam games will get these updates to keep the games running on your system.

GIven that as said quite literally not a single bit of the game itself is by these frequent small updates changed, your take is not a good one...

I discovered that this updates disables Windows Defender for L.A. Noire.
What is Rockstar doing here?

Unfortunately, you're demonstrably wrong. It's only the launcher, nothing else. Rockstar doesn't give a **** if this game is still running or not.

Okay, I'm finally sufficiently annoyed by the constant utterly useless updates and have uninstalled the game. Good riddance.

Maybe because corporate greed has past the point of humanistic ethical behaviour straight to "FXck all of them- we have no soul or honor anyway".
Update after update worse and worse so that you buy new OS, you buy new computer, you buy new remastered version of the game, you buy buy buy buy..................in the process you will loose your soul to be just like them. Toxic. I promise.
