Well even if there is not much reason for it im still glad its there, like the cars and radio stations in Saints Row 4, will you ever used/need them? HELL NO but having them there is better than not having them there at all.
Though it maybe would have been cool to give the open world some reason to explore, maybe in the way of
hidden areas with drug deals going down or petty vandalisim and stuff

hidden weapons with special skins like say those guns with the pearl grips used by a famous general
Maybe a reference of two to other rockstar games, i.e a robber who you investigate is part of jhon marstons lineage
coffe shops and classic diners that can be stopped at once per mission or every few missions that can give say a 10% bonus to rank gained or a 5% bonus to speed etc.
more of those newspaper with backstory hdden throught the world maybe leading to a secret case or mission :)
and lastly maybe graffit spots that you have to chase hoodlums away from doing all of which nets you a new suit or something.
oh, and also hidden outfits too! Would love to find marstons outfit maybe hidden inside a hollywood wherehouse as part of a cowboys props.
