Controller problems
Whether I'm holding down the right trigger or not, Cole runs and the car seems to go by itself and I'm having trouble controlling them both.

I had a problem with the Xbox One controller where the camera would just rotate continuously. Even after unplugging and reinstalling the game, the only solution seemed to be disabling controller support inside game options. :(

Windows uses MotioninJoy drivers for contollers. These drivers are not compatible with GTA or LA Noire which causes the game to freeze until you remove the controller. I found a solution for Xbox 360 Wired controllers that clears up the problem.
1. Unplug the controller from your PC.
2. Remove the MotioninJoy driver from the Device Manager
http://www.motioninjoy.com/help/how-uninstall-motioninjoy
3. Download the Xbox 360 Wired Controller drivers from Microsoft version 1.2
http://www.microsoft.com/hardware/en-us/d/xbox-360-controller-for-windows
4. Before installation, right click on the downloaded drivers and then click Properties. Click the 2nd tab Compatibility and check the box under Run this program in compatibility mode.
5. Select Windows 7 in the drop down menu.
6. Run the installation and then plug the controller back in.

If it worked properly, it will show the device installing and the top left quadrant of the home button will be lit up. If the entire button is lit up or not at all, it will not work properly

Incredibly late to this thread, but I've had the same issue myself and after googling and not finding the answer, I figured it out on my own and hopefully this will help anyone who searches for this problem in the future. Every time I launch the game, I have to make sure my controller is off/unplugged, go into the options menu and turn the controller to off, back out so the options save, go back into the options menu and then turn the controller on and then turn on/plug in my controller and then everything works fine. One of the many charms of this ♥♥♥♥♥♥ port.
I love you ebilcanival
