Report a translation problem
There are 5 cases:
-- The Naked City (Vice) was an EB Games/GameStop exclusive. It follows The Set UP.
-- A Slip of the Tongue (Traffic) was a Wal-Mart exclusive that followed A Marriage Made in Heaven.
-- Nicholson Electroplating (Arson) was a Best Buy exclusive that follows A Polite Invitation.
-- Reefer Madness (Vice) was originally a DLC but later made a story case in the Complete Edition of the game.
-- The Consul's Car (Traffic) was exclusive to the PS3 and North America versions of the game. It can follow either The Driver's Seat or Buyer Beware.
Check your Cases to see if you've already completed them.
They're not there, not even listed like I completed them. I only noticed this because I checked what achievements I got after I beat the game and noticed there were some missions I apparently never completed, I was so confused. Seems like the DLC wasnt added or there something isnt working right. Still glad I got to play the game eventually after all these years.
I don't have any option to view any DLC

My apologies. Please click on Properties and not Manage and then you should see a DLC option on the right. But, as I've written above, I too seem to be missing a couple of cases and now I can't proceed further in the game. I'm thinking of uninstalling the DLC and trying it that way, to see if they turn up on the Vice desk. Jesus, this is a mess.
Yeah something is wrong.. I have no DLC listed. I don't even have a tab for it. It's all supposed to have come free with the latest update, so no need to get the DLC any more according to everything I've read... maybe it's just in the game now... yet I have none of it available.
I had hoped that uninstalling the DLC would work. It seemed to have done the trick for someone else I'd found referenced on Google but I think I screwed myself by overwriting that save file. Oh well...
Sign of a very poorly designed game that it could be tripped up this way thanks to DLC content but that's all that unusual when you consider how poorly games are being made nowadays. They just keep getting worse and worse all the time.
I'm really sorry for you, man. Are you absolutely positive you have the Complete Edition and not just the regular one? Did you buy the DLC bundle or did you get it with a free update? I know I bought the Complete Edition. I had the game on my PS3 but I hardly touch it anymore. Don't even have it hooked up anymore. I bought this on Steam when it was on sale for $8.
Further update: It worked. I got to play both missing cases, The Set-Up and Manifest Destiny, in their entirety, once I uninstalled the DLCs and used that save game. I'm going to try reinstalling the DLCs again to see what happens next.

It's an 11 year old game? Like I said they updated it not too long ago and added the DLC for free along with Max Payne 3. You don't need anything other than the base game to access it. I will give what you did a shot, but I've mostly lost interest at this point and moved on to other games.
