'The Set up' Glitched Pencil
So,

I have seen some fixes for this on here but I seem to be in a unique situation.
I'm currently playing through and have just got to 'The Set Up' case. When I get to the first book maker and interact with the notepad by the phone, Phelps picks up the pencil then immediately puts it back down.

Now I understand that you can fix this by capping the fps down to 30 with widescreen fixer but here is where my situation starts.

I have not downloaded anything to increase my frame rate for this game, yet, it has always been uncapped from 30. I also have never downloaded the program 'wide screen fixer' which seems to be the consensus with most of you who have had this glitch.

So, in an attempt to fix it, I downloaded this program because it seems all I have to do is toggle the cap for the fps to set it at 30. When I downloaded it, it said the toggle button was the '*' next to the number pad.

I have a 60% keyboard.... I don't have a number pad. I also didn't see any options to change the key bind in the widescreen fixer menu. I tried every other key on my keyboard to see if it automatically bounded to a different key. Nothing.

Not exactly sure how to fix this, was hoping someone on here was techy enough to maybe help a brother out. Posted this on reddit as well about 3 hours ago and would really appreciate if someone could help out!

Hello. How about if you try pressing * from the "on screen keyboard" . Maybe it will help you buddy.

V patch is better than widescreen fixer and incorporates it. You can force frame rate in the V- patch ini file to 30 for the pencil, then set it back to 60 afterwards.

I am using this patch: https://github.com/VaanaCZ/LANVP. I recently encountered pencil bug on mentioned case. So it was fixed by changing value in config file (which I assume is created by patch) "lanvp.ini". I changed property "fps_unlock" from 1 to 0, which resolved the issue. After getting the clue from notepad you are free to change that property back again. Hope it will help someone.

Go to NVIDIA Control Panel -> Manage 3D settings. On the Program settings tab, chose L.A. Noire from the list of games, then lower Max Frame Rate to 20. It helped me today, and I came up with this solutions by myself after googling forums & Reddit regarding the same issue and finding out that it's a problem with high FPS.

If you are playing on a steamdeck, you can just lower game fps to 30 in performance tab temporarily.
