As someone said, they removed 32bits support, nothing you can do about it.
You have two choices, either update your Windows to 64bits or refund the game. You have less than 2 hours played and have a valid reason, so it will be accepted.
Rockstar support said me that 'we would like to inform you that we are looking into this issue and we will keep you updated on the same. We appreciate the information that you have provided and thank you so much for your patience'. So now i just wait update game... From 6 may 2021 i wait...
I checked for you, this only the Rockstar Launcher that is 64-bit.
The game is still using 32-bit architecture so with a bit of tinkering, you should be able to bypass the launcher.
A common workaround as seen with other games where it is required to bypass the launcher is :
For example, suppose the launcher is called Launcher.exe and game is Game.exe, you rename Game.exe to Launcher.exe
Another thing to try is to double click the L.A. Noire.exe or PlayLAN.exe directly in the game folder.
