NEED HELP. "code cannot execute"

I'll be the first to say i am not a computer expert. however i am very competent with them. I don't play many games but this is one i use to play back when i owned a console. i have beens struggling for a few hours to get this game to run on my PC... I have uninstalled and reinstalled several time. i am running both Steam and rockstar app as admin. i knowing the two patches i found wouldn't work i applied them any ways. i am also running directX 12.

So my issue is when i attempt to launch the game from either Steam or the Rockstar app. it brings up the Rockstar loading prompt. it will open into a larger scream and after a few seconds i get three dialog boxes. all with the same message

"The code execution cannot proceed because XINPUT1_3.dll was not found. Reinstalling may fix this issue"

"The code execution cannot proceed because d3dx_43.dll was not found. Reinstalling may fix this issue"

"The code execution cannot proceed because d3dx11_43.dll was not found. Reinstalling may fix this issue"

Any input would be gracious.

Look for something called Direct X within your game folder and run the installer within it.

I have been attempting to do so however I cant seem to find am Installer specific for the game. can you provide a more detailed description. maybe a step b step run through. im pretty good at following directions

I get a message state "cabinet file necessary for installation cannot be trusted" from what i can tell tel the cryptographic is enabled and the cert is valid.

I am about at my witts end with this game
