look at the link at my video on you tube. Download the Registry Link. https://www.youtube.com/watch?v=eXfLGmQXX_o

I know my comment is equally unhelpful, but this is exactly what I'm experiencing as well. Was it working for anyone before, and it just suddenly stopped? Or is this only happening after you've freshly installed it?

I followed these steps until the game finally launched for me

-launch steam in admin mode
-under the LA Noire options (when you select launch) I selected direct x11 and put "-str -npd" into the command line
-changed the registry in pre.bean's video
-verified integrity of game files and restarted steam

Make sure your windows is up-to-date and run steam as admin after restarting your device. I was able to play after doing this although the game had a cap of 30 fps

I was able to fix it by reading a comment in another thread that mentioned

-First running Steam in Administrator mode
-Then turning off the steam overlay
-And finally setting it to DirectX 11 when the launcher loads up.

Haven't had a problem since, though the game seems much shorter in its cut scenes and the progression feels much choppier and all over the place than I did on console many years ago.

Indeed it plays like its emulated. Kind of a shame.

Don't do any of the above; you don't need to run as admin nor make changes to the registry.
Do this:
1. Search for and install DirectX from the Microsoft website, this installs several versions on the DirectX runtime; restart machine
2. Launch LA Noire
3. In settings, select DirectX 11 (instead of 9)
You should then be OK.

In my circumstance, I already had DirectX 11 and switched it in the launcher and I was still running into this problem. Running as Admin (which fixes way more things than it should in modern Windows computers) did it for me.

I had this problem! I fixed it by changing the directX to 9 instead of 10 or 12 or whatever the other option is! you go into settings on the launcher and change to DirectX9

For me, i found success after installing with:
Closing Steam and restarting it as admin with default graphic settings on the launcher

Nothing worked for me until I installed the registry fixes. Using Flawless Widescreen, I then could enjoy the game in glorious widescreen on my curved 49" monitor. I loved the game when it first came out - it was very underrated, I think the studio imploded. Shame, because it was unlike any other game at the time. The rendering of faces was very clever. So now enjoying it again!

Found this working solution in other post. See step 5.
