Library Sharing
My cousin shared his library with me and he has LA Noire but I can not see this game in my library.. but I see his other games how can I solve this problem

Not all games on Steam support family sharing. From the sounds of it, L.A. Noire could be one.

Can all Steam games be shared?
No, due to technical limitations, some Steam games may be unavailable for sharing.
For example, titles that require an additional third-party key, account, or a subscription in order to play cannot be shared between accounts.
DLC may not be shared if the borrower owns the base game, but doesn't own that specific DLC.
If your account has a VAC ban, you will be unable to share any VAC protected games.

So, Rockstar social club is the main problem I guess.

I just heard about library sharing. How does it work? I'd like to share my Library with my wife. We both have steam accounts and the same ip address.

You need to log into steam on her computer, then go to steam settings and in the family tab click "Authorize Library Sharing on this computer".

You then need to log back onto steam on your computer and got back to the family tab and click "manage other computers", if her computer is there its done.

There are two downsides with family sharing; The person sharing has to be logged in, and she cannot play shared games while you are playing.

I don't agree with you about that the person who shares the library should be online.
If you are online or now it is not important but you shouldn't be playing any game of yours in the same time. Otherwise steam kicks the person who is playing your games.
