Is it just me, or Jack Kelso is dumb?
Ok, so I know that many people really like Jack and see him as the role-model soldier/investigator, while Cole has flaws, and no-one denies that Courtney Sheldon is a gullible, naive shmuck, but tell me this:
If Kelso is so great then why the hell is his first instinct upon discovering infallible evidence of his boss' involvement in the Suburban Redevelopment ploy, to call him and ask:

"Boss, are you involved? Is this true?"

That is one of the stupidest ideas to have EVER. As if the evidence wasn't enough, his boss already showed signs of weird behaviour when talking about Elsa Lichtmann.

I also don't understand why Kelso is constantly picking on Phelps. I get it: he got a medal that he didn't deserve, he was a stiff, rigorous ♥♥♥ sometimes and he made some bad decisions that he didn't think through but come on! He said himself that Cole should let bygones be bygones and let go of the past so Kelso - do the same.

Just wanted to point this out after playing the game for the 5th time and thinking a bit about it.

Kelso has this problem where he assumes the best of people and institutions. Phelps betrayed this trust which is why he hates him so much.

It seems a bit outlandish and - dare I say - foolish to be an adult man, who took part in war and seen some rough things to still assume that evey person is to be fully trusted and considered good at heart. I guess that's his tragedy. I'm kinda glad that Elsa and Hershel told him that he wasn't Cole's friend, made Kelso think at least for a bit about the whole situation.

Sounds to me like you're describing character flaws with Kelso :)

I guess I am. Phelps is flawed for sure - like most characters here, which is realistic and adds to the noire feeling of the game, you know "cops with problems" - but this one scene with Kelso phoning his boss after what he discovered 5 minuterd earlier seems to bug me the most.
