Tried al the fixes and solutions and it still didn't work.
Even had chat support with Rockstar and they couldn't fix it either (thank you!)
Today I finally got the game to run on my Pc.
Here is how:

The idea of getting rid of the spaces between the folder names crossed my mind earlier. Maybe because I solved this in the past that way, or because I solved some issue on my work that way... I'm not entirely sure.
But I thought; nah, this couldn't be it. Otherwise the Rockstar technician would have mentioned it for sure!
Later on I read about it in some article but didn't pay much attention to it (unlikely this is going to work, I have to uninstall the game and install it all over again etc.).
But this was also mentioned on an Pcgaming Wiki article [pcgamingwiki.com] for L.A. Noire, and here I found this thiny link [gtaforums.com] to the GTAForums website where it was also mentioned. So I decided to give it a try., And yes! this finally worked for me.
You could try this.
The patch won't work for me; when running i get "Error: Trying to run LA Noire installer. What Windows is this for? I'm running 7
For Windows 8 (and 8.1 and Win10).
Otherwise you should make sure to update Social Club [support.rockstargames.com], the Launcher will download available patches automatically.
Don't give up yet.

I have Win10, runned it in Admin mode once and works fine without crashes! So idk, u talk bs

find la noire and change the settings to your liking, if you use 60 fps with it when you're in the menu press the * key on your numpad.
