It just need to change in launch game option the resolution on 1900 or so and change Direct x from 9 to 11 (Its on Options)

Well for me works only this solution: Go to your folder where this game is installled and start file LANoire.exe as administrator. I play it in Win10 x64.

I had a different issue btw. My PC was connected via HDMI to a TV screen. The game gave me the above mentioned error until I unplugged HDMI.

1. Click the link and download (somewhere) the zip. Unzip file.
2. Click on all files individually one after the other and confirm. (Error Handler.reg to Error Handler 4.reg)
3. Restart the computer
4. Start the game and have fun !!!

So everything is done.
If you don't have one at Rockstar Socialaccount you have to create one so you can play.
