Report a translation problem
The movement types that don't grant momentum will have the "No-Momentum" tag on them. So it should be easy to tell.
Toss Me does build momentum, Stunning Entrance on Powerstaff is the longest range thing that builds momentum, The skill "vanish" on thief armour which is a 3 range teleport for 1 Movement point builds momentum
Just check the tags on the skill if you're unsure
Like do I run 3 step attack, then run again 3 step attack or do I run 6 steps and attack twice?
This didn't really help the weapon itself, but used as a scroll you can absolutely obliterate enemy packs at the end of a turn even on a otherwise non-momentum character (specifically because momentum does not reset on regular attacks).
