I don't know how it affects catapults because I don't use those much. I think it increases their AoE range. You should be able to maybe see the difference again by checking the catapults attack information.

Seasoned operators fire 2 bolts, engineer perk gives penetrating shots.
So engineer perk + No Seasoned operators means its a single bolt piercing up to 2 enemies in a row.
Engineer perk + seasoned operators is 2 bolts piercing up to 2 targets in a row.
The 2 bolts need to be fired at different targets though.
Its actually a really strong omen if your going to lean into static D. Its a noticeable difference what they can hold off with engineer perk + seasoned operators on their own without hero help.
Its been a min since ive paid close attention to this, and i know the game has updated. I could just also have not understood what I saw, if anyone can confirm or deny this, thank you.
