Just don't build outer walls, surround the circle with ballistas and don't build too many buildings until you upgrade them.
Houses, temple and mana wells, maybe scavenging camps are fine. Your workers will be busy digging corpses anyway.
Even if you ♥♥♥♥ up something and drop panic levels, amount of corpses makes up for the loss of economy.
Imo seer is still relevant on most maps, but you can build it really late.
As for ghosts you generally can either tank or kite most of them.
Pop buffing mages asap, rest can be ignored, as long as you have healing or immunity potions (which you should anyway).
Check Aldenpotamus videos, he is an expert in corpse strategy.

The flame will surely only spawn at that few spots nearest to town?
You can afford to build seer and push fog and still be full build by the end of it,
Basically I skipped first 5 turns until enemies were inside haven. Usually you can soften with ranged and magic weapons, but I had cannon which could kill enemies despite no bonuses so I tried once and then used just magic weapon. Note how I used my heroes to minimize damage to ruins.

True. I was lucky to have 2 heroes with extra AP, but 2 heroes had just 6 MP (I was lazy to remove body armor).
War shield was great, 29 block on Night 1 without any relevant omens felt invincible.

How do you not get panic if you let enemies stay in the town area?
If you are trying an apoc run, try to take the omen that gives you starting gold.
Don't under-estimate how a few extra gold at the start causes you to steamroll.
Ideally you don't let them stay and mop them up immediately, but even if you just sack panic starting night 5 its still likely better economy-wise than a regular play.
