What do you gain from an offhand weapon besides an additional skill?

The ability to take specialist without losing on a different kind of weapon.

Mostly just flexibility in how you kit your characters.

so going double dagger doesnt add anything?

It adds any mods the 2nd dagger has and should give you additional charges of the abilities. They are not shared though, but rather you get one set of charges from the main hand (with it's damage) and another set from the off hand (with its damage).
