Maybe the odds changed or you guys are just unlucky.
Anyway, I keep thinking that a better solution should be to put the cap of stats to each skill instead pf just nerfing to the ground multi, so for example the hand crossbow skill have max 3 multi and max 6/7 propagation, but the pure multi/propagation skills have about 12-15 max and start higher, that way you can't have a guy with 1-h crossbow hitting 10*10 hits witha single skill.
