Direct damage spells often have the advantage that they can take out an enemy before it does its thing. (also the multiplier / scaling through spell weakness stacking is possible)
Frostbite is easy to scale to high damage against bosses and even small amounts are usually enough to take out the low-HP backline units. It may struggle with taking out tanky non-boss units though except maybe with a Tethys on pure frostbite single-target upgrade path (at bottom floor, since each floor the enemies have to climb is one more tick of frostbite).
Frostbite outclasses every other mechanic without needing much to work. I have beat buff/debuff seraph with it in cov 20+ without much trouble. And the artifact that gives +2 frostbite and prevents it from decaying feels like cheating.
