All cost reduction still works, that's a fact. A -2 cost spell will always cost 0 or 1.

There's the link to the official discord with the patch notes, for the specific quote you look at the May 20th patch, which means yes it was in the game before launch, so no you did not see it work any other way unless you were in the beta.

So yes, for anyone on any version of the game that came out at launch or later, Volatile Gauge respects all cost reductions, either from merchant upgrades or card uses.
