No players showing in scout priorities screen but showing in analyst screen

It has only started recently in my save and has previously been working as normal. When I ask for a scout report on a player they do not show up in the scout priorities screen but sometimes (but not always) appear in the analyst priorities screen despite not asking for an analyst report. The scouts are still scouting these players but I can no longer track how many outstanding cases I have. Can anyone help? Is this a bug or have I accidentally triggered a preference?
