you best get on top of the debt managment, ask the board to cut finances in area you don't care about and proactively look to sell your best players after you've lined up loaners from top flights as replacements else the board will intervene if a huge transfer comes in (forcing you to accept and ruining your season).

Looking at the average attendances of Croatian clubs, 4.5k isn't that small and could be expanded. It's difficult to know how much of a problem it is without knowing the club - depending on where it's based in the country there may not be that much of a population of people willing to attend the games (or there are bigger clubs in the local vicinity who hoover up the fans).
Lots of thought goes into why the game does it what it does, so if you can help us with the save or more info we'll see what we can figure out. Thanks.
The stadium will allow better all-round facilities and there will be potential to expand in the future if required. I just think the board has made a common sense decision. The price tag is high, they've built a proper stadium for a team who have largely been playing at a provincial level. For them to build anything larger than what you have could essentially become a white elephant and be largely empty more often than not.
I have a similar problem on my save, now in the season 2033/34, managing Blackpool, playing at home at Bloomfield Road. Early in the save, I was able to expand my stadium to a new total of 20 000 seats. Since then, I have won the Premier League, Champions League, and have had steadily great results each season. Blackpool's reputation is 5 star, and is currently ranked #2 worldwide.
Despite all this, I can't even ask my board for a new stadium. Bloomfield Road was built in 1899. The club's income on matchdays are consistenly ranked on the bottom half of all Premier League clubs, and it's really hindering the club from becoming an actual powerhouse with so much revenue missing. Is this a bug or is there a good reason?

Have you had a chance to look at this? Since the upload the club is in better financial shape, but still no possibility to ask for a new stadium.
It's because the stadium was rebuilt in 2012 - a stadium can only be rebuilt/replaced once every 25 years so you'd have to wait until 2037. Understand this isn't ideal especially given the stature of your club, but given the cost of just replacing the stadium as a 20,000 seater would be £25.5m and your bank balance being significantly lower than that, at least it gives you some time to save!
