Report a translation problem
If you sign someone before they are 18 years old they will become trained at the club. You can wait for someone to become trained at the club before you loan them out (and they will stay that way) as it happens much sooner on those who comes through your own youth academy.
Some teams/nations have a league for the u18 team and/or reserve team. And I would say its good alternative for them to play there instead of getting a loan.
