WTF why is Juventus called Zebre?

I believe it has something to do with licences, same as FIFA 20 has "Piemonte Calcio" instead of Juve

Deleting 1 of 3 files in your FM20 directory will fix it. Hardly a WTF.

Because no other game except PES has the right to use the name, emblem, kits, etc. of Juventus - therefore, every other company must name Juventus differently.
