No i'm not, my laptop with win10 64bit, gtx 10504gb ram 8gb it's very smooth..
Fixed almost all stutter by enabling "fast" V-sync, threaded optimization and maximum performance in Nvidia CP (FM 2020). In-game I set all settings to medium, with shadows and crowd to low. Now it finally runs, although it looks not nearly as crisp as FM 2019.
And, btw, the anti aliasing is AWFUL this year. It looks like back in PS1 days, even on highest setting. Whoever is in charge of the 3D engine: buddy, you are NOT doing a proper job.
At 50$ retail this is just unacceptable.
I don't even get 60 FPS with an RTX 2080 on an UHD display using high settings.
Conclusion:
Yes, this year you need a really really decent Gaming Rig to run the 3D engine on high settings.
It's like playing stuff like Assassins Creed Odyssey

When will they admit defeat with this dreadful 3D match engine (which is actually a poorly coded fail game that was purchased and shoehorned in at Sega's behest)? And instead start a new one, built from scratch that emerges organically out of the foundations of the main game.
Better an amazing 2D match engine than an embarrassing unfit for purpose 3D match engine imo.
