It damn well better be!!!
If so then a lot of people missed out. It's when Baird get's demoted. Although that side mission "Aftermath" wasn't anything very exciting. Just extra exposition that could have been a little bit longer. Felt more like a demo than anything else. You're not missing anything with that one. The only thing I got from it was what happens to Sofia Hendrik and Paduk after Judgement.
Personally I find the whole "court martial trial" of Kilo Squad during the war a bit ridiculous. I'm sure they could have dealt with the advancing locusts first then conduct the trail later on in a secured safe zone. But I suppose it made the game more action packed and cinematic.
1: E-Day (not released yet from the time of this post)
2: Gears of War: Judgement
3 Gears Tactics
4: Gears of War 3: RAAM's Shadow
5 :Gears of War
6: Gears of War 2
7: Gears of War 3
8: Gears of War: Judgement (Aftermath campaign. Set just before the last missions of Gears of War 3.)
9: Gears of War 4
10: Gears 5: Hivebusters (This one I'm iffy on. It's kind of set concurrently with Gears 5 but the books based on Gears 4 set it up and I haven't finished it to know exactly when it's set.)
11: Gears 5.

I would love to drop the forbidden emu***** word but people think I'm a criminal for mentioning it, even though I own all the gears games and hardware.
There is always youtube. You can watch people play the full game through to the end so you can catch up on the story.
I'm sure between now and the next couple years, XGS will drop a complete edition of all the gears games remastered here on Steam. God I wish that were the truth but who knows what the future holds.
