You only get the Halo DLC skins. The terminator skins are only accessible through an account that pre-ordered the game or redeemed the code (codes can still be bought through third-party sites)

I think FEAR is referring to the Ultimate Edition of Gears 5 which is GotY Edition on Gamepass, which should give you access to the Halo pack and Hivebuster DLC (Hivebuster will only work on the gamepass edition and not the Steam edition unless you bought it)

that's odd. I never pre-ordered gears 5 or redeemed a code. It gave me the bonus content when I played it's ultimate edition on gamepass and years later i got it on steam (normal edition) and it let me kept it. halo and terminator

Yeah, that was only available for a very short amount of time (you had to play using GamePass Ultimate before the 16th of September, 2019. Thanks to a friend for telling me this.)
The packs are no longer available due to the license expiring. Like I stated previously, it is only obtainable through codes on e-bay now, those codes would be the pre-order bonus pack.
Dark Fate was the one given through GamePass.
