you can't properly fit all those speakers in a headset.
the post processing used by headphones to give this "effect" likely isnt tied in any way to codecs used for dolby atmos.
To fix this, go to your appdata folder ( Username\AppData\Local\Gears5\Saved\Config\PC )
Open
GameUserSettings.ini
and change sg.AudioQuality from 3 to 1 (or 0)
If using a standard Virtual Surround Sound Headset, the default windows audio device needs to be set to 5.1/7.1 (Depending on the software used). That will enforce the 7.1 signal from the game (Most games look at this if you cannot change channel types in game).
The Tiamat 7.1 is weird. I had an old TurtleBeach headset with multiple drivers like the Tiamat, so if it's anything like that, you're best off ensuring your PC has Dedicated 7.1 audio output, either on the motherboard or a PCI-E Soundcard. Both Windows and whatever audio controller software your 7.1 ports use, need to be set to 7.1. If you use the external DAC for the Tiamat, that will also need to be set to process a 7.1 signal.
If you want to listen to true-stereo signals, Windows. additional Audio Drivers, and the DAC need to be changed. Just turning off 7.1 on the DAC will down mix the signal from windows into Stereo. Many games have different stereo mixes that are only available if windows reports a 2.0 channel default device at launch (GoW 2019 has integrated Binaural audio for headhones)
