the fps in the game is VERY inconsistent, sometimes it's smooth (if your system recognized by the game as a "console standard" - it will be smooth, and thats why some reviews said the port is awesome), sometimes it's terrible at the same sittings so its definitely not linked with drivers or hardware, but with the game engine itself
its a console port btw thus I think somehow game cant recognize something in the system and TRY to limit the load
based on my experience the game runs well at first lunch after comp reboot, if you exit quit the game its good idea may be to restart the system

It's a shame developers don't bother to fix game.
otherwise set the minimal fps in game to 60 fps. and the max at whatever.
this will downsample the image to stay at a steady fps as needed.
Nothing is capped in Nvidia control panel or in game. People saying that new update come out so I will download game again and test.
