They cut all other couch co-op functionalities from the PC version of the game -- including "Horde", "Versus" (*can be played in single-player offline, against bots) and "Escape" (speculation: in order to encourage buying the XB1 version). They also outright lied about this, by stating that (at least) the new "Escape" mode would have local co-op functionality for PC; as well as implying that "Versus" would too (which was all but expected -- as distinct from the "Horde" mode, that some excused with some fallacious "server connection required" drivel).
So, if one wants the game for couch co-op (as I suspect many do), all it offers [for PC] is the cut-scene riddled campaign mode; thus, the console version would be best for those who have real, flesh and blood, local friends to play with... However, I would recommend against buying the console version--at least until the game is on special OR in a "GOTY" / content complete state -- rationale:
1) Having been so disgustingly disrespectful to PC gamers, we should not support the game; and
2) It sends the wrong message -- that the console versions of their games are what they should favour / flesh out / focus development for, over the superior PC format.

NB: Hacks / mods may come down the line, to reinstate the full split-screen functionality of the game (Crapcom pulled the same shenanigans with Resident Evil 5, and that game got fixed by modders). But, again, that would be best held out for... If it ever even eventuates.
